Query re the ECS Industry Set.

This Industry set has a feature where some of the industries have an upper limit which means that the Industry wont take any more materials for a period of time .
When this happens the station thats providing the materials also now indicates that the materials are not accepted.
This is a great idea and what you would expect.
However, some of the industries will also accepts passengers as well as the materials to make things with , and the passengers also have an upper limit .
In this case the station thats supplying the passengers to the industry always says that the passengers are accepted even when the industry reaches the upper limit for the passengers, and then the station wont accept the passengers, even though it says it will.
Has anyone else seen this happening or is this whats intended.
